Warren

Theft. Pennsylvania State constables reported arresting William P. Beck, 22, and Justin A. Brumbaugh, 20, both of Kittanning, Pa., at 8 a.m. Thursday on arrest warrants issued for charges of theft by unlawful taking. Beck and Brumbaugh were taken before District Justice Arthur Zerbe and remanded to the Warren County Jail, each on a $50,000 bond, constables said.

Failure to pay fines. Pennsylvania State constables reported arresting James C. Neizmik, 28, of 20 Schumman Rd., at 1 p.m. Friday on a bench warrant issued for charges of failure to pay fines. Neizmik was arrested and taken before District Justice Arthur Zerbe where he pained fines and costs and was released, constables said.

Driving without insurance. Pennsylvania State constables reported arresting David A. Leonard, 32, of 1201 Penn. Ave., at 2 p.m. Friday on a bench warrant issued for charges of operating a vehicle without insurance. Leonard was arrested and taken before District Justice Arthur Zerbe where he paid fines and costs and was released, constables said.

Conewango Twp.

Hit and run. Conewango Twp. police reported that at 4:07 p.m. on Nov. 26, they were contacted by a motorist who was struck while driving in the WalMart parking lot by another motorist who fled the scene. Police said witness statements and video surveillance from WalMart revealed Bruce A. Messenheimer, 19, to be the driver of the vehicle that fled. Charges of accidents involving damage to attended vehicle and careless driving were filed through District Justice Laura Bauer, police said, any anyone with information on Messenheimer's whereabouts is asked to contact police at 726-0725.

Harassment. According to Conewango township police, Tracy N. Narehood, 25, of Warren, struck an 18-year-old female on the arm at 7 p.m., Nov. 8, at the Warren State Hospital. Police said Narehood faces charges filed through District Justice Laura Bauers.

Sugar Grove Twp.

Crash. Warren-based state police reported that at 8:15 a.m. Thursday, Jennifer L. Grady, 39, of Orchard Park, N.Y., was driving a 2006 Saturn Vue south on Route 69 when, for an unknown reason, her vehicle traveled into the northbound lane and struck a 1996 Chevrolet Monte Carlo Z34 driven north by Samantha K. Preston, 25, of Youngsville, who had moved over onto the east berm. Police said that after the impact, the Saturn travelled 225-feet to come to rest facing south in the southbound lane, and the Monte Carlo traveled 168-feet north coming to rest facing north in the middle of the roadway. Neither driver was injured and Grady was charged with driving on roadways laned for traffic, police said.
