Charged. Robert Proctor, 56, 248 Magee Lane, Tidioute, was charged by Warren City police following a traffic stop at 4:25 a.m. Jan. 3 in the parking lot at 910 Pennsylvania Ave. W. He was charged with DUI general impairment, sixth offense; DUI refusal; driving under suspension, DUI related; habitual offenders; and six summaries, including having a false registration tag on the vehicle.

Harassment. Warren City police charged Joseph Powers, 41, 214 Madison Ave., with harassment after officers were dispatched to the residence at 5:30 a.m. Jan. 1 for a domestic dispute.

Harassment. Warren City police charged Heather Honey, 32, 51 Fourth Ave., Apt. B, with harassment after officers were dispatched to the residence at 3:12 a.m. Jan. 1 for a domestic dispute.

Charged. Warren City police charged Everett Walters, 44, 512 Oakland Dr., following a traffic stop at 12:15 a.m. Dec. 29 on Water Street for a broken rear driver's side tail light. Police said once Walters was in custody, they found him to be in possession of a metal pipe with suspected burnt marijuana. Walters was charged with DUI refusal, prohibited acts and three summaries.

Mead Twp.

Accident. Warren-based state police responded to a one-vehicle accident on Route 6, 591 feet south of Brennan Road, at 1:55 a.m. Jan. 1. According to police, Frederick Bailey, 37, Sheffield, was travelling too fast for conditions and his 1997 Ford Explorer crossed into the westbound lane, went off the road, struck an embankment and flipped onto the driver's side. Police said his vehicle came to rest in a ditch. Police said Bailey left the scene, but was later apprehended by Sheffield Township police. Bailey and his passenger, Sandra Meddock, 42, Clarendon, were not injured, according to police.
