Theft. Warren City police reported on Nov. 2 an officer while on patrol in Washington Park observed a quantity of garbage on the ground in the park. Police reported two garbage cans were missing.

Underage drinking. Warren City police reported David L. Harkins Jr., 19, 6660 Matthews Run Rd., Russell, was cited at 2:46 a.m. Nov. 1 after an officer came into contact with him at 210 Hickory St.

Harassment. Warren City police reported Steven M. Gaddy, 28, 229 Pennsylvania Ave. W. Apt. 2 was cited at 8:34 p.m. on Oct. 31 after he grabbed and pushed a female in his apartment during a domestic dispute.

Harassment. Warren City police reported Stefano M. Clemente, 24, and Natasha R. Clemente, 24, both of 224 Onondaga Ave. were both cited after officers were dispatched to their residence at 5:29 p.m. on Nov. 2 for a reported domestic incident.

Youngsville Boro.

Criminal mischief/public drunkenness. Warren-based state police reported Todd Wayne Marlin, Main Street, Youngsville, was angry about being asked to leave a local bar at 12:50 a.m. Nov. 3. Police reported once outside the bar Marlin scratched the paint on the entire drivers side of a 2002 Chevrolet Silverado owned by Kenneth Roberts of Youngsville and punctured both drivers side tires. Police reported Marlin also punctured both passengers side tires of a 2004 GMC Sierra owned by Austin Fitzgerald, Youngsville. Police reported Marling was located staggering along West Main Street and was taken into custody. Police reported Marlin was arraigned in front of District Justice Laura Bauer and was remanded to the Warren County Jail in lieu of $1500 cash bond.
