County redirects funds to Clarendon

The Warren County Commissioners voted Wednesday to re-allocate stimulus money from a pending project to one that is more "shovel-ready."

In a public hearing held prior to the commissioners' meeting, Commissioner Chairman John Eggleston described the funding and said, "It's outside our normal allocation of CBDG (Community Development Block Grant) money."

The funds, totaling $80,320, were originally designated to be used for the removal of architectural barriers to municipal buildings that serve as polling places in order to make them more handicap accessible. An example of such an upgrade would be installation of an automatic door opener at the Fifth Ave. entrance of the Warren County Courthouse.

Eggleston said since the stimulus money needed to be expended "in a timely manner," the county wanted to re-allocate it to Clarendon Borough's downtown sidewalk project and Brown Avenue Extension reconstruction project, which are ready to begin.

"We'll do what we intended to with (the funds) next year," he said of the upgrades atpolling places.

With no public comment, the hearing was closed. In the regular meeting, the commissioners approved the re-allocation and awarded contract bid for the Clarendon projects to M&M Contractors.

In other business, the commissioners authorized the payment of county bills totaling $81,510 and county jail bills totaling $16,748.

According to county Fiscal Director Toby Rohlin, the amount of cash the county has on hand is slightly above the amount logged on the same day in 2008.

"We're basically on track with last year," he said, noting that tax revenue is also on track.

Rohlin also advised the commissioners of House Bill 1607 which will provide funds from the state to pay a portion of the wages of the local district attorney.

"This puts the reimbursement of the DA's (wages) back on track," he said, adding that the state still owes the county approximately $200,00 for past reimbursements.

The commissioners also:

awarded a conract to Midtown Motors for the purchase of a 2010 Ford Escape for the Warren County Adult and Juvenile Probation departments;

appointed John Labesky to the Transit Authority of Warren County board;

approved a county 911 Emergency Communications Plan;

approved the allocation of Title III funds to support a part-time forestry position with the Warren County Extension office. Eggleston said the person in the position will help small wood lot owners manage harmful pests as well as understand their rights during timber sales;

proclaimed the week of Nov. 1-7 as Grief Awareness Week in Warren County. The third annual event sponsored by Hospice of Warren County acknowledges the two million deaths in the U.S. each which have an impact on approximately 20 million people. The purpose of the week-long awareness is to help the community realize that grief is a process and not an event.
