4 Schools group discusses leaving

The 4 Schools 4 Warren County group discussed the process of leaving the Warren County School District and joining another school district at its meeting Tuesday evening.

That other school district would be Corry.

David Bauer told the approximately 25 people attending the meeting at the Lander United Methodist Church that the process of joining another school district would take approximately one year.

The meeting focused on schools in the Eisenhower attendance area - Eisenhower High School plus Sugar Grove and Russell elementary schools.

Bauer said the state School Code requires schools to join adjoining districts, so Sheffield has the option of either Kane Area School District or Forest Area School District.

A majority of taxable inhabitants, that is, people of a voting age who pay taxes to the school district, in an area, such as a township, have to file a petition to join with a willing school district, Bauer said.

The petition must state the reasons for wanting to change school districts.

Bauer said he has talked to people who work in tax collection and the number of taxable inhabitants could be discovered by filing Right-to-Know requests.

The petition would then be submitted to the Warren County Court of Common Pleas, which acts as a referee to make sure procedure is being followed correctly.

The court would hold hearings which both school districts involved could attend to challenge the petition.

If the court certifies the petition meets the legal standard, Bauer said the state Secretary of Education makes a procedure for the court to follow.

The secretary then sends questionnaires to the school districts involved to determine if the move would contain educational merit.

If the secretary decides there is no merit, an appeal can be filed and the secretary has to consider the issue again.

However, if the secretary decides there is merit, Bauer said the school becomes independent for a short time while the court decides how the debt of the district should be prorated.

Other schools that have switched districts simply took the debt associated with its building, Bauer said.

Bauer said Russell Elementary School has a significant amount of debt from a $3.5 million project a few years ago, but he did not know how much of it had been paid.

In the last step, the State Board of Education holds public hearings before rendering a final decision.

"Everything has to be done by the letter of the law," Bauer said.

If the Warren County School District came out with a plan to keep Eisenhower open and renovate it, Bauer said he had no desire to pursue leaving.

Bauer said it is unfair for the school district to say improvements to Eisenhower would require too much work.

"Our money has gone for improvements at other schools," he said, adding that by any measure, the school should remain open.

Attendance is not hemorrhaging like Warren's, test scores are outstanding and the tax base is stable, Bauer said.

Former superintendent and current school board member Dr. John Grant told those in attendance that members of the school board do not deserve to be vilified.

"It's easy to take shots at people, but they believe in kids like you do," he said.

The option of two high schools in the DeJong proposal deserves to be studied thoroughly, Grant said.

The next meeting of 4 Schools 4 Warren County is scheduled for 6:30 p.m. Oct. 20.

I'm sick and tired of that "crack pot" David Bauer talking about Warren's dropping attendace. If he did his homework he would realize that much of the drop has to do with the way the district has been realigned. There was a day when Clarendon and Russell attended Warren Area High School. Those boundries were changed to help the falling populations of the outlining schools. Mr. Crackpot doesn't want to deal in facts. This guy is a joke!

Thank you five. I never said, nor ment to give off the impression that I was wealthy, entitled, superior, better than or any of the other ridiculous comments to that effect.

I returned because I have a great deal of family in the area and becuase of this have a longing to instill those same family values in my children.

The kids I went to school/played sports with and their parents became an extended family to me.

I connected very well with my world outside of Warren County, I just know that the most important connection in life is family and this is where my family is.

Malachy, annoyed never said s/he lives in Warren. And no one said they are 'entitled' or 'wealthy' or 'better' because they have lived/traveled outside of Warren County. I have done both and don't feel entitled or better. Wish I was wealthy but that's another story...

There are a lot of good things about EHS. There are plenty of reasons for the Ike Pride. I honestly hate to see it go. I have lots of great memories and am proud to have been a "Farmer". But those aren't sound reasons to continue the four schools. Financially it won't work. Educationally it won't work. There isn't the student enrollment to support it.

I truly feel badly for the Ike folks. I feel for the whole district because this will mean a major shift in how folks look at things and identify w/ the community. (Can you even imagine the first days of a combined EHS/YHS??) But it has to be done. And, in 10 years folks will look back and wonder what all the fuss was about.

Does this breakaway group have a contingency plan? If they don't get what they want, what then? And, even if they do, what happens when the Corry SD downsizes and closes EHS. Then what?

What's so great about Eisenhower? I just don't get it. Eisenhower isn't a town last time I drove by. It certainly isn't a city or the County Seat last time I checked either. Where does all this mouth-breathing Ike pride come from? I suspect this is anti-Warren sentiment bubbling to the surface. Why? In rural areas, we are all in it together or we end up like Warren County. Maybe they should secede to the neighboring New York State school district. I'm sure they would get more respect from Jamestown than they do from Warren. I recommend that the Ike-at-any-cost committee step gently down from their high horse because it's a long fall.

Anything that Annoyed posts at must be a high minded and superior conversation fitting her high rank and station. Oh please!

Anyone who would return to Warren to raise their kids just was not able to connect very well in the real world outside the Valley of D.

So you are well traveled? You will fit right in with the pretend weealthy elite in Warren who feel, for reasons I have never understood, that they are somehow better and entitled.

Yes, SOME TEACHERS ARE OVERPAID.Some are not obviously and should get twice as much, taking the budget needs from the rich in Warren. Oh yes!!

One of the problems in education, just one, is weeding out the unqualified teachers, ie, to even teach. Under payment is not the problem.

And getting the prejudiced, bigoted and slanted out of teaching altogther.

Just a couple quick comments, I don't want to get involved in arguments that won't solve anything.

I must say that I am pro-4 Schools and am a well educated, well traveled person who has been out of Warren County most of my adult life. I came back here to hopefully raise my children in the same type of environment I was raised in. I don't feel that would be likely if we start combining schools.

Secondly, muskie, do you honestly believe teachers are overpayed!?!? That just blows my mind that anyone would think teachers are overpayed.

Once again, softballdad, I am an EHS grad and don't live in Warren. This isn't always a case of the bad city guys vs the country folks.

In actuality, the test scores were more than a few good years. If you look at the scores, most of the schools are passing in all areas because the bar for "pass" is set so low by the state. My point was that your assertion that EHS was passing and WAHS wasn't was not based on fact. And this discussion sorely needs facts.

You are also correct that many things will need to change. The Warren Dragon and YHS Eagle will likely have to go. The admin will have to look at creating two new school identities. Everyone will have to give, be it taxes or mascots or making new friends. Honestly, I wouldn't want to be running either of the new schools. It will be a rough road at first.

Please consider both what Bauer is telling you and the facts that some of the rest of us are sharing. Make an educated decsion, not one rooted solely in emotion

Nobody really is thinking about all of the "property" in these buildings. First you have the land, then the buildings, then add in all of the technology (new smartboards at both EHS and SAMHS), desks, books, etc... Does anyone really think that either Corry or Kane really want to purchase all of that along with the debt. Come on! Kane is having issues of their own after their building project.

I was on the fence about consolidation, realizing that both sides have valid arguments. Once Bauer played the secession card he put me in the consolidation corner--thanks Bauer for letting me make a valid decision based on facts...too bad your "facts' are too skewed

so if WCSD gets their way for 2 schools there as to be some changes no more Warren Dragons ,the blue and white has to go,no more youngsville eagles,red and white has to go new colors and mascots will be in order to try to start fresh.

so fivealive you had a couple of good years good for you.why don't we go to 2 schools and build the new school half way between Sugar Grove and North Warren or don't you want to have your kids in Warren ride a bus.Lets be honest if warren can't have their way you all whine about it. Why does it matter to you if we secession.You can build your big school,for your dying city.

I don't have a stake in this either way, but this secession idea does not sound well thought out. My conerns are as follows: Have the neighboring school districts been contacted, in order to find out if they would absorb the schools proposed to close by WCSD.

It seems far-fetched that Kane would incorporate Sheffield, when it doesn't even have a school in Ludlow. That's quite a stretch. And, for Corry to incorporate schools as distant as Russell Elementary - that seems completely out of the question.

It's a shame we can't all get what we want, but at some point, common sense has to prevail. I would urge the 4 schools group to really take a common sense look at what they are proposing.

Per the WCSD School Report Card/NCLB website...

EHS 8th graders did perform better on the PSSA in 06/07 than Beaty. Keep in mind, though, that Beaty has a higher number of Econ Disadv and IEP students than EHS, groups that traditionally score lower than most on these tests. No excuse but a factor, nonetheless.

Now compare EHS/WAHS 11th graders. Not only did WAHS perform better on the tests in all areas (math, rdg and writing), they also had higher rates of improvement over 05/06, even with the larger number of IEP and Econ Disadv students.

Please look at the data. Compare apples to apples. Get your facts straight.

Totheright, I wouldn't count on this debate getting settled anytime soon, even if there is a special vote on it. Sadly this "discussion" has been happening for almost 20 years. Think of all the money that could have been saved if they, being the school board, had made a decision the first time it was brought up. One way or the other...all the studies that have been done, all the repairs that have been made, all the tax increases we've had to endure. All of it could have been saved if they had just made a decision the first time...

Sorry, reader. Thought this WAS a discussion board, since that is how it has been used in the past. Discussion is a good thing.

I don't think it is wasting my breath, necessarily. Won't change the minds of those who refuse to listen but may give others accurate info/facts and the chance to hear the other side. Wish the WTO did a better job of presenting facts and not just Bauer et al's threats and misinformation.

Okay. I'm a raving buffoon, too afraid to come out of my bubble. (BTW, define 'bubble'. Doesn't that usually mean a very limited area. Funny, I've lived all over the world and been around numerous schools as teacher, parent and volunteer/advocate. Is that a 'bubble'?)

Consolidation will do more than drive the wedge deeper. It will provide a better educational opportunity for the students of the WCSD.
