Warren

Harassment. The City of Warren Police Department reported that James W. Smith Jr., 44, of 221 S. First Ave., Corry, was cited at 1:56 a.m. on December 25 for harassment and disorderly conduct, after officers were dispatched to 221 Second Ave. Apt 2 for a disturbance.

Harassment. Warren police reported that Richard E. Thomson, 39, of 1911 Pa. Ave. E., was cited for harassment at 7:22 a.m. Sunday, after officers were dispatched to his residence for a reported domestic incident.

DUI. According to Warren police, Shane Taylor, 36, of 515 Dove St., Dunkirk, N.Y. was taken into custody at 2:33 a.m. on December 23 and charged with DUI general impairment, DUI highest rate of alcohol refusal, restrictions on alcoholic beverages, driving under suspension, careless driving and driving on roadways laned for traffic. Police said Taylor refused to give a sample of his blood when an officer observed his vehicle stuck in a snow bank and found Taylor to be under the influence of alcohol, with open cans of beer in his vehicle.

Youngsville

Missing juvenile. According to Warren-based state police, Tara Jean Phillips, 15, of Tionesta, was reported missing by her father on Sunday. Police said Phillips left to visit a friend at 5 p.m. Saturday and never returned. She was last seen near the bowling alley in Youngsville, police said. She was wearing a new, brown, winter jacket with fur lining, blue jeans and a white T-shirt, police said. Anyone with knowledge of her whereabouts is asked to call the state police.
