If Joe Q Citizen squandered money like that he would have been in jail a long time ago. Just have to ask Who? was involved and Who? knew what? And also Where? did the money go?

No mention of the City pressuring GRO-Warren to spend a large portion of the "loan" on an electrical connection to nowhere?

"GRO-Warren had a obligation to ensure that the grant funds were expended in accordance with the contract."

Yet, absolutely no mention of the City's fiduciary responsibility to oversee the loan? They are also responsible and should be suing themselves, or at least the individuals in charge at the time.
