OK, he's a threat. Then what? When will Pennsylvania re-staff Warren State Hospital to accept 30-day involuntary commitments, rather than the weekend stays in general hospitals now in vogue? You can't add staff after the patients are identified; they have to be in place. But Kathy Rapp and Joe Scarnati and the others haven't done a*****thing to increase commitment lengths to where actual diagnosis and treatment, not just crisis management and release, are likely.
