It's amazing that this article does not tell the reader where the water comes from and what makes it waste water. Should not the public know?

As a native Warrenite, it breaks my heart to hear that the Allegheny River, cherished as a National and Scenic River has been violated by the Waste Treatment Corporation (WTC). The DEP's response time is also in question, but that is a separate debate. The home page of WTC reads "Dedicated to provide environmentally sound procedures to recover and process wastewaters." This has been disproved. I have concerns about the qualifications of the plant's leadership according to the DEP findings noted in this article. Basic, standard operating procedures of waste water management appear to have not been followed. BASIC. It is angering. I will suggest the Decree include mandatory training of the management and staff on essential PA waste water facility operating procedures, the U.S. Clean Water Act, and National Wild & Scenic River System.
