It's not like there is a shortage of commercial real estate in warren, the mall alone has 60 open storefronts!

Residential living downtown makes sense--as long as they don't become blighted properties. Many would likely use and benefit from the nearby shops, etc. That's Warren growing up. That's real rural development. Leaving buildings sit empty downtown is not and hurts the City's image. We should have more "out-of-the-box" ideas like this. For example, allowing residential properties to own/use any available mineral deposits.
