There was a time in American towns and some cities when some livestock for personal use was not only permitted in the fairly closeted environments of urban living, but widely accepted as the norm....

Just curious:

Why does the headline read "Our Opinion" when the WTO editorial fails to offer an opinion on the issue???

Why not! I already have neighbors with three dogs, g-d knows how many cats, and weeds a foot tall in their yards along with a car that has not moved in 6 months. At least I can eat a chicken when it comes into my yard!

We have chickens, 30 of them, including two roosters. We live in the boonies. In town, no roosters, no more than a half-dozen hens (they cackle loudly, but usually just during the day), they should be fenced. Other'n that, go for it.
