I believe it takes a routine survey to identify a "problem" ... so some strategy of regular survey needs to be deployed. I agree that the government needs to be more efficient. Not sure that we need US Fish and Widelife staff doing this versus a local university biology staff with student support.

Umm ... the U.S. Fish and Wildlife Service REQUIRES this lunacy? No wonder our government is going broke. We have people working in government who dream up things like this so they'll have lots of paper to shuffle and can keep their jobs. What a waste. In the absence of a problem, let nature take its course. They're surveying because some lunatic thinks there MIGHT be a problem. I'll bet this is repeated 1,000 times across the country.
