I clicked on the link in the article then it took me to the penndot site then I clicked on that link and got an error page... hmmmm

Ok, tried it again and you need to clink on the "How can I participate" link. And don't let the autofill fill out the form or it will ask you to fill in everything again

Even though you might not be able to get to your cell phone after an accident, you should still have a listing in your Contacts list as ICE (In Case of Emergency). This should be a number for who you would want contacted in an emergency. First responders now look for that information.
