The problem is changing the rules over and over. We should be using far more successful districts such as Fairview as a model instead of always trying to recreate a broken wheel.

Publish a list of the valedictorians from the last 20 years and what they are doing now. You will find a group of motivated and highly successful individuals. I see no problem naming the best of the best. They've earned it.
