Sounds like you went back 100yrs. Mules, really? Now animal rights people will be stopping operations and doing studies!

If the country were solvent -- which it isn't -- the gum'mint ought to do now what it should have done 100 years ago, and buy back those OGM rights via eminent domain. Then the gum'mint would own both the surface rights and the OGM rights, and could either have no drilling, or could draw up stringent leases on its own terms (use mules, not trucks, for example.)_
