" it has been vandalized, the lawn has been mowed intermittently, and a stack of phone books on the front entrance are the only real sign that a human has set foot on the 34,600-square-foot property" . Why hasn't the city declared it BLIGHTED?

It takes real stupidity -- Warren's leading export, it seems -- to think that some minor vandalism makes a property blighted.

Perhaps the school district should buy it and move their offices into it. Then in return sell Russel, which I'm sure they could get a pretty penny for.
