One day a week I really don't think is going to "Drastically" increase traffic that much. If they pay to bring the road up to standards, does that mean they own it? If the road is not up to standards, why isn't the township or state out there fixing it?

Road improvements (paving) should be a condition of approval. A for-profit business is going to drastically increase traffic, so they should pay to bring the road up to standards.
