Didn't the Forest Service introduce them to begin with years ago?

Why would it take till May to get the results from egg mass counts? The eggs were laid last fall. May is when they have to spray if there is a problem. I can just hear the Forest Service, "We have a problem but we don't have time to do a study, get funding, and do the spraying so we can spray"
