Pretty dead on in many ways. Seniors will complain about School expenditures and students and their parents will complain about subidized senior housing, transportation etc. I could list a thousand more examples. We love when Warren gets money from the Feds and Commonwealth for local worthy projects but we sometimes consider that pork barrel spending if its for Bradford, Brookville, or Erie. Don't underestimate the wasteful spending locally though. Remember my favorite - massive cuts in education & extra curriculars and much more work for those that remain performing those tasks but lots of money to throw at highly paid administrators for the extra burdens of work without a superintendent. Figure that amount out and what it could have bought, annualized - An extra teacher and teacher aide, new textbooks for some courses, etc. etc.
