Cue up Kathy's shrill emotional response that every single legislative seat is needed. If not, then who would walk the parade route handing out campaign literature and pencils? Both parties are equally guilty here. The PA Legislature is just a jobs program for the politically connected. It's a disgraceful waste of money. Both houses should be cut in half immediately.

The ultimate way to do this -- and fix a lot of other things wrong with Pennsylvania -- is through a Constitutional convention that could say "In six years, these are the legislative districts." That way, the size of the legislature would be just one of a bunch of changes; it's always easier to enact something like this as part of a package.
