Enforcing an ordinance designed to limit manure on the streets of Sugar Grove Borough is apparently more difficult than it sounds....

Have the Amish apply for Buggy Permits and give each one a shovel bought at Lowe's or Walmart and have the permit attached to the handle, renewable yearly and do shovel stops on the Amish buggies....also the County could enact a Horse License similar to a dog license and every horse Amish or English traveling a road in Warren County would need one....between these two items I think the Borough and County could hire 4 more brothers, sisters, cousins, aunts or uncles.....when the manure spreaders run up and down the local roads you don't hear the country folk whining, so get over the horse poo problem and tackle something more important like the lack of Emergency Medical response when something bad happens.

Couldn’t they pass a law that makes it illegal to have horse and buggy in the borough limits without a borough permit then make them pay for the permits and use the money to hire someone to clean it up the mess with said money?

Now if Sugar Grove Borough ***** the township into the poo problem like they did the sewage lines, they could hire a off duty Game Warden to police the Horse poo and Sasquatch poo problem.....council people get with the program, hire a policeman to enforce the people going through the stop signs and use the money to buy a street sweeper. Busti is way ahead of you people!

Where are the gardeners, free fertilizer! They could even reserve their own street to collect from, hire a teen with a wheelbarrow to collect for them!! Problem solved everybody wins!

All I can say is this area is a really nice place to live when horse manure is considered a newsworthy problem. Try reading the newspaper from Philadelphia, Pittsburg, or Erie. Don't sweat the small stuff.

Down the road when WAHS and Youngsville is closed and the only 2 high school are in Sheffield and Eisenhower, I hope they are ready for the changes. People will move to area for a new school, for a school that seems like growth is happening. Businesses will come. SG will develop and those who don't want to see it better get use to it quickly.

If the Warren Times was under threat from the Observer, why didn't the Observer buy them out and move the paper north? Is this yet another conspiracy I haven't heard yet? Do tell!!!

The northern part of the county did have its own newspaper...it was called "The Observer"....it was very popular...the Warren Times was threatened and bought it out with the caveate that the Warren Times would become the "Warren Times Observer". And that, as they say, is the rest of the story.

Why not use the underground railroad and bypass Sugar Grove.....park at the bank and what across the street to the general store, your chances of being run down by someone speeding is 100 times greater than stepping in horse manure.
