I remember an article in the paper a year or so ago saying this lady was going to start a business in that building. She's probably just trying to get out of the hassle of the property.

That is just ignorant. Every transaction takes TWO parties/individuals and if the process currently in place only requires ONE to make a change, then the government agency needs to FIX their BROKEN process. How can someone, without your consent, place a financial burden on you without your knowledge, just stupid. This individual should NOT be responsible for fixing the problem to remove her name, the agency should fix it.
