What should the city do. The general public complains if they don't treat the roads,so the city treats the roads and more freeze-thaw cycle takes place.They try pure salt,they try a salt/anti-skid mixture,or try non-treated roads.No matter what design they try,the traveling public complains.The public does not realize that the city is trying to save the roads,and conserve material ,all to minimize costs.It is not a win/win situation.So the next time you(as the bill payer) complains about road conditions,just remember,the more you do the higher the end results will cost you,oneway or the other.
