Don't stop at Penn DOT,they do not have 100% control over traffic signs and signals.

I would agree the current set up doesn't make a whole lot of sense. Of course the previous one didn't either. You never had a shot at making both the Jackson and Walmart lights green. It used to be like 50/50 which was equally ridiculous to watch 3 cars come out of Walmart. It doesn't seem like they met in the middle on this. If it's 92-8 now 75-25 would seem to do the trick
