Warren Disorderly conduct. According to the City of Warren Police Department, Richard Hamilton, 41, of 316 PA Ave. E. Apt. D, was issued a non-traffic citation at 4 p.m. Wednesday after he reportedly parked his vehicle across the street from 602 Madison Ave. and honked his horn repeatedly for five to ten minutes and yelled at the homeowner. Reckless endangernment, disorderly conduct, criminal mischief, public drunkenness. According to the City of Warren Police Department, Richard Hamilton was arrested at 4:30 p.m. Wednesday at Elm and Franklin after he punched out the back window of a female’s van while two young children were in the back seat, and was hanging inside the van from the passenger side window. Upon seeing the police, Hamilton ran eastbound on PA Ave., and was pursued by an officer on foot, who eventually had to subdue Hamilton with a shot from a taser gun, police said.
