My question

Dear Editor,

According to the Times Observer, dated June 22, 2018, there is a proposed revision of a section in the city’s code dealing with smoking and vaping in the public parks and recreation areas. The proposal states that smoking and vaping will be prohibited in ALL areas of ALL city-owned parks and recreation areas at ALL times, and in ALL circumstances.

My question: Why is recreational burning, in congested city neighborhoods still allowed?
