Warren man required to register as sex-offender



A Warren man who sexually assaulted a six-year-old boy will be required to register as a sexual offender for life as the result of a Monday guilty plea.

Joshua Devin Swarm, 22, 25 W. Third Ave., pled guilty to felony corruption of minors and misdemeanor indecent assault.

Judge Gregory Hammond advised Swarm that the felony county is a Tier I offense with a 15-year sexual offender registration period and that the misdemeanor count brings the life registration requirement.

Swarm was initially charged by City of Warren police back in July.

According to the affidavit of probable cause, the child’s mother reported to police that the child said Swarm touched him on his “no no spot.”

According to police, the child’s mother’s boyfriend asked Swarm to watch the child “for a few minutes.”

When he returned, he “found the defendant standing over the victim’s bed while the victim was lying on the bed. The defendant was startled and ran out of the room, down the stairs and out the door, never to be seen again.”

During a police interview, Swarm allegedly said he “did something that he wanted to get off his chest.”

He told police the child took him to his bedroom to show him his toys and the child took his pants off. “The defendant admitted that he touched and played with the child’s” genitals while he touched himself, according to the affidavit.
