United Refining settles with DEP over penalties

United Refining Company has agreed to pay more than $450,000 as settlement of violations of the Air Pollution Control Act between 2010 and 2016.

According to the Pennsylvania Department of Environmental Protection (DEP), inspections between September 2014 and December 2015 and ongoing emission monitoring data found that United:

¯ “failed to inspect and measure primary and secondary seal gaps for several large storage tanks;

¯ failed to repair, empty, or remove from service a large storage tank after a defect had been detected;

¯ failed to conduct particulate testing for several air contamination sources; and

¯ exceeded emissions limits for sulfur dioxide, nitrogen oxides, and hydrogen sulfide on several occasions for multiple sources from 2010 through 2016.”

The company corrected those problems after DEP issued notices of violation, according to a Monday release.

The department also filed civil penalties.

In settlement of those penalties, United agreed to pay $469,501, according to the release.

“DEP is committed to enforcing the conditions of the permits we issue, and keeping Pennsylvania’s air free of excess pollution,” DEP Secretary Patrick McDonnell said.
