Charges related to delinquent unemployment compensation taxes have been filed against the owners of the Horton House Bed and Breakfast in Warren.

Craig A. Scalise, Antonio J. Scalise, and Richard Puchillo are each charged with one count of willfully fails or refuses to make any such contribution or other payment required; and one count of willfully fails or refuses to furnish any report required. Those charges are ungraded and were filed by a department of labor and industry unemployment compensation tax agent.

According to court documents, B&Bs LLC owes $6,705.59 contributions, interest, and late filed penalties; $1,500 in other penalties; and $125 in lien fees; for a total of $8,330.59.

The documents indicate that the owners did not file quarterly unemployment tax reports and did not remit contributions, interest, and/or penalties.

Puchillo and Antonio Scalise failed to filed the reports for the fourth quarter of 2017 and the first quarter of 2018, according to the document, and Craig Scalise did not file the reports in the last three quarters of 2016, all four quarters of 2017, and the first quarter of 2018.

A ‘statement of account summary’ included in the court documents shows 85 entries labeled: employee withholding interest, employer contribution interest, late filing penalty, and employer contribution from the third quarter of 2011 through the third quarter of 2017 that add up to $6,780.13.

The document indicates that there was one payment made among those 85 receivables — an employer contribution of $74.54 in the fourth quarter of 2011 on a due amount of $198.19.

A civil penalty of $1,500 was filed on May 9.

Among the documents is a copy of a delinquency letter dated Nov. 7, 2017.
