There was such a great turnout last year for our first basketball fundraiser and the Sheffield community was so generous with their donations, that we are having another one this year. On Thursday, March 23, from 6 to 8 p.m., at the Sheffield Gymnasium, we are having our student Hot Shot Blitz tournament and the student all-star/faculty game. The students have been raising money since the beginning of March and all kids that raise money will be able to participate in the Hot Shot Blitz tournament and then those all-star fundraisers will be playing in a game against the faculty “All-Star” team. We will have entertainment by E.J. the D.J and our concession stand will have lots of goodies including pizza from West End Takeout. Please come out and support your local kids for a great cause. All proceeds go toward purchasing a yearbook for each child at Sheffield Elementary School and towards the end of year costs for the 5th grade class that is hosting this event.

The regularly-scheduled meeting of the Sheffield Township Supervisors was held on Monday, March 6, at the hospitality center, with 3 guests present.

Al Ace of the Sheffield VFW Fire Police was present asking for the supervisors to sign the contract for the county fire police to work the Sheffield Fireman’s Festival parade on August 19.

Mr. Ace was also requesting payment of the dues for 6 members of the fire police at $10 per member for a total of $60. A list of those 6 members were presented and payment will be made on their behalf. Supervisor Bulicz asked Mr. Ace about the new money-saving LED lights that are going to be installed in the truck bay by Hoden Electric at a cost of $200 each, there are 11 lights for a total cost of $2,200. Chief Bell stated that this has to go before the board at the fire department before it can be approved here. Supervisor Bulicz asked Chief Bell to take it before their board and then bring it back to us for final approval. The supervisors don’t want these installed until June, though, because at that time one fire truck loan will be paid off.

Chief Bell reported that 911 dispatch did a backup system test and all went well. RAMCO will be fixing the storm siren, but no date for test as of yet.

Supervisor Bulicz spoke with John Sixt of Sheffield Container and asked him if it would be okay if the township contacted the sign department of PennDOT to see about placing a sign on Horton Avenue giving directions to Sheffield Container to try to eliminate the trucks on our side streets. Mr. Sixt was very thankful for this gesture.

A letter has been sent to Penn DOT in regards to removing the 10-ton weight limit sign off of Horton Avenue. In response to the letter, Mr. Elms has set up a meeting on Friday, March 24, at 1 p.m. with Drake Machinery, Sheffield Container and the supervisors all in attendance at the township office for an informational meeting about Horton Avenue 10-ton road postings.

The secretary will send an invitation to the Sheffield Container and to Drake Machinery. A building permit was approved for Travis and Nicole Dunkle for a new garage on their property at 99 Mill Street. This is a 30 x 32 foot garage not connecting to their house, so the only permit required will be the Storm water Management Plan Application.

The township received notification from PennDOT that $81,537.91 has been deposited into the state fund on March 1, 2017. This amount includes Sheffield’s share of the Act 655-Liquid Fuels and Act 44 Allocations, minus bridge inspection costs if applicable. Much discussion was held in regards to the administration fees and whether they are they coming from the County Liquid Fuels or Act 655 Liquid Fuels.

Supervisor Bulicz requested the secretary send a letter to the county commissioners asking which funds will the bridge inspections come out of along with the administration fees.

Corey Copley, Athletic Director from SAMSHS is requesting use of Memorial Park baseball field for softball practices, when the field at the high school isn’t able to be used. He will be forwarding schedules for both track and softball. The roadmaster asked the secretary to give Mr. Copley his cell phone number so that when games are cancelled and re-scheduled he can get this information as soon as possible. The secretary asked if Warren Fence should be contacted for a quote to fix the fence at Memorial Park. This was tabled until our next meeting.

Sheffield Township will be receiving $3,978 in County Liquid Fuels Tax Funds. In the past we have used these funds for salt for our roads for winter maintenance. With a motion by Supervisor Paris, seconded by Supervisor Labesky and duly carried Resolution No. 458 allocating the county liquid fuels tax funds for salt and anti-skid was approved and will be sent on to our municipal representative for filing with the county.

Both of our applications with the FCI Marienville were approved and Mr. Beers will be bringing down prisoners beginning Tuesday, March 7, at 9:30 to start painting the police department. Supervisor Paris stated that the office is ready as she has been busy cleaning it out. The gun safe has been given to the trap team and they are very thankful for the donation. There were two bbguns that were sold and two more will also be sold. She stated that all guns have been given to Leiutenant Barr and Ryan Stoddard along with the ammo. They will meet Supervisor Bulicz at Talls Tales to do the paperwork whenever he is available to do so Supervisor Bulicz was given a letter of permission from Supervisor Paris and Supervisor Labesky granting him permission to act on behalf of the township to sign these guns off to the Sheriff’s department. The bullet proof vests were also given to the Sheriff’s department. Metal cabinets and shelves have been taken to the playground building, book shelf is being used for cleaning supplies.

A resident of Spicer Road contacted the office in regards to the pot holes along with big piles of debris left behind from plowing. The road crew took care of both problems and a very happy resident thanked the guys for a job well done.

The CDBG application is due April 1 and Supervisor Labesky will be meeting with Dan Glotz of Warren County Planning and Zoning to see if Spicer Road could be a project for this funding. We received notification that there is once again going to be the opportunity to participate in a multi-municipality Road Treatment Joint Purchase for MC-70, Tar & Chip, etc.to treat our local roads.

Jon Wilson, PennDOT District-1, has once again agreed to assist the township in developing the request for proposals. There will be meeting at Youngsville Boro Building on March 22. Municipalities wanting to participate in this joint purchase project should plan to attend this meeting. It is open to local elected officials and/or their road crew representatives. The intent behind this meeting is to determine which municipalities are interested in participating and what treatment products they would like to see included, along with a road mileage estimate.

Ed’s Property Maintenance LLC (purchased the old BP Station) has put in a bid of $250 for the property that is on the blighted property list at 4582 Route 6 owned by Habour Portfolio VIII LP. This was tabled until next meeting after the secretary contacts Ed’s Property Maintenance to see what his intentions are for this property.

Supervisor Paris has signed the contract with Shred-IT. Total cost should be $354 for the removal of all the files in the police department. Once the driver gets here we can add more boxes if we are wishing to. Supervisor Bulicz wanted the secretary to remove all payroll paperwork from oldest through 2009 and prepare the boxes for Shred-IT.

Junior Supervisor Hayley Corbin reported that spring sports start on Wednesday, March 8, and that SADD will be holding a mock crash on May 11 prior to prom that weekend. Supervisor Bulicz stated that he is working on a grant paperwork with the Community Foundation of Warren County for funds to roof the old fire hall and is in need of the date in which this building was built. It was suggested that it could be in the centennial book perhaps.

Supervisor Bulicz asked the roadmaster about the regulations for those crosswalk signs that the township places in the middle of the road. Roadmaster Thayer stated that those go up in May and down in November because of snow plowing and the township is in need of two new ones, because the ones that it has were destroyed by trucks. It was decided to ask Mr. Elms if there is any possibility of getting two more from Penn DOT.

Supervisor Bulicz gave the 2020 Census information to the secretary and she will be the contact person for the 2020 census, with Supervisor Bulicz’s term expiring in 2020 he didn’t want to be the contact person in the event that he is replaced as Supervisor.

Other Matters Discussed:

– The CEO, Rick Allen from Warren General Hospital and his COO, Randy California will be attending our next meeting on the 20th of March to discuss Warren General Hospital.

-PHEAA Paperwork will be submitted again for the Summer Playground program for the potential of a work study student being able to take this job. The landscape job was removed off the paperwork.

The next meeting is Monday, March 20th at 7:30PM at the Sheffield Hospitality Center.

Benefit for Ashley and Winter Mead “Keep Her Light Shining”

On Saturday, April 1, from 1 to 7 p.m., at the St. Paul Center on Route 6 by St. Anthony’s Church in Sheffield, there is going to be a benefit for Ashley and Winter Mead. A spaghetti dinner will be served eat in or take outs are available for $10 for adults and $6 children (2-10). Advance tickets are available from March 6-24 at Peterson Hardware, Sheffield Pharmacy, Northwest Savings Bank in Kane, Lather Salon in Warren and Tammy’s Hairitage in Youngsville, the price of advanced tickets is $8 adults and $5 children 2-10 years of age. There will be a bake sale, raffle prizes and entertainment by DJ Andrew and much more. All proceeds benefits the family of Ashley Mead. Fish Fry

Knights of Columbus Fish Fry at St. Paul Center in Sheffield is every Friday during lent through April 14th from 5pm until 7pm, you get a nice piece of fish, coleslaw or applesauce, french fries, a roll, drinks and dessert for $9.00 can’t beat this meal.

Roadcrew and Seasonal Position in Sheffield Township

Sheffield Township Supervisors are seeking applicants for two positions, a roadcrew position and a seasonal position. Both persons will work with the roadmaster and share responsibility for maintenance of township roads, equipment, buildings and grounds. Applicants should possess the ability to operate heavy equipment, operate a manual transmission vehicle, advance level mechanical skills and basic electrical, plumbing and welding skills. Must be flexible, dependable and physically capable of doing manual labor. Must be a permanent Sheffield Township Resident or willing to relocate to Sheffield Township within 6 months. Must have a valid PA driver’s license. Applications are available at the Township Office at 20 Leather Street from 8:30-4:30 Monday through Friday or at the Sheffield Township Library during normal library hours; Monday 6-8PM, Tuesday 10:30 – 5:00PM, Wednesday 2-8PM, Thursday 1-5PM, Fridays 1-5PM and Saturday’s 9-3PM. Summer Playground

Positions

Sheffield Township is seeking two playground director positions. These individual will work with the youth of Sheffield during our summer recreation program from June 19th through August 11th. Scheduling of a daily/weekly activity is required. We are looking for an adult and college student for these positions. We begin the week Monday, with a guest speaker at 11 demonstrating ‘Chair Yoga’ something you can do anywhere, come and learn the techniques. If you are signed up for lunch enjoy lunch from Kondak’s at noon still only $3.
