Blighted properties included in upset sale

Several properties scheduled for upset sale were discussed during Thursday’s county blight meeting.

Lisa Hagberg, Youngsville Borough Manager, along with Denny and Linda Young, asked that a property at 16 Robertson Drive in Youngsville be sent to the Planning Commission so that it could be moved on to the county’s Redevelopment Authority with a declaration of blight.

The property carries a lien, said the Youngs on Thursday, who added that they were meeting with the bank to request that the lien be removed. A total of $9,719.50 in back taxes from 2016 and 2017 as well as 2018 property taxes is owed on the property, said Warren County Tax Claim Bureau Director Phil Gilbert, making the total starting bid $11,893.93.

The total starting bid reflects a total of $105.75 in costs and a two percent fee. The commission agreed to send the property to the Planning Commission for a declaration of blight.

A property at 12 North Main Street in Russell, owned by Kenneth W. Niver II, was tabled until the next meeting. The property is also on the upset sale list to be auctioned Monday, with a total starting bid of $8,735.18, which includes back taxes from 2016 and prior as well as 2018 property taxes of $7,332.11 as well as costs of $105.75 and a two percent fee.

A third property, owned by Ann M. Shorts at 20 Fladry Lane in Pleasant Township, was tabled until the next meeting as well. That property is also on the upset sale list, with a total starting bid of $6,742.64 which reflects 2016, 2017, and 2018 taxes of $4,994.69, liens of $415, costs of $105.75, and a two percent fee.

It was agreed that all heirs to the property’s deceased owner would be notified, but that the property would be moved on to the planning commission if not sold at the upset sale on Monday.

Monday’s Warren County Tax Claim Bureau upset sale is scheduled for 1 p.m. Monday, Sept. 24 in the main courtroom of the Warren County Courthouse. A full list of properties scheduled to be auctioned at that sale is available on the county’s website at https://warrencountypa.net/download/upset-tax-sale-list-as-of-august-9th-2018/.
