Vet honored for help with House Bill

State Representative Kathy Rapp and Ronald Bosworth, legislative assistant of Scott E. Hutchinson’s office of the PA Senate, present a copy of the Finance Bill HB 683, signed by Governor Wolf with a pen that actually signed the bill, to veteran David Steinhauser at Youngsville American Legion on Friday, April 21.

Steinhauser was instrumental in proposing the premise of the Bill 683 to Rapp’s office over two years ago. Bill 683 eliminates federal veterans’ disability payments and state veterans’ benefits from income eligibility under the Property Tax/Rent Rebate Program. It was presented to the Finance Committee of the Pennsylvania House of Representatives and the Senate and passed unopposed in two years, one session.

State Representative Rapp stated, “Usually the Finance Committee does not pass a Bill because it required changes in the forms.”

This Bill was passed through the Finance Committee instead of the Veterans’ Affairs, which was easier to proceed. HB 683 was signed by Governor Wolf as an Act, is now affected to all PA Veterans. This will make many more veterans’ and widows(ers) eligible for PA State Rent/Property Tax Rebate Program. Steinhauser donated the ratification to be displayed at the Youngsville American Legion Post 658.

The PA State Rent/Property Tax Rebate Program guidelines are the following:

The PTRR is supported by the PA Lottery and slot machine revenues. Current eligibility requirements for the program are: Age of 65 or older.

Widow/widower age 50 or older or Permanently disabled age 18 or older:

Household annual income of less than $35,000 for property owners $15,000 for renters ? Property owners must have paid their property taxes in full prior to applying Renters must verify their landlords were required to pay property taxes or made payments in-lieu-of property taxes on rental properties:

Eligibility income is determined by totaling:50% of what individuals receive from the following: o Social Security or Social Security Disability disbursements Railroad Retirement Tier 1 benefits, and: All benefits or income from the following Salaries, wages, bonuses, commissions, income from self-employment, child support, alimony, or cash assistance Gross amount of any pension or annuity, other than Social Security State unemployment and veterans disability payments Interest Realized capital gains and rentals Workers’ Compensation o Gross amount of loss of time insurance, life insurance, except the first $5,000 of total death benefit payments. Gifts, cash, property or other transfers in excess of $300, except gift transfers between members of a household.

The amount of rebate is determined based on the following tables: Homeowners Income Maximum rebate, $0 – $8,000, $650; $8,001 – $15,000, $500; $15,000 – $18,000, $300; $18,000 – $35,000, $250; Renters Income Maximum rebate $0 – $8,000, $650; $8,001 – $15,000, $500.
